Halal Center

General description

Based on the Regulation of the Minister of Education and Culture of the Republic of Indonesia No.30 of 2012 concerning the Organization and Work Procedure of the State University of Malang (UM), the Research Institute and Community Service Institute are integrated into one institution called the Institute for Research and Community Service, abbreviated as LP2M. Furthermore, from the merger, 7 (seven) Research and Community Service Centers were formed, namely (1) Educational Research and Service Center (P3P), (2) Research and Service Center for Science, Technology, Industry and Intellectual Property Rights (P3STHI) -HKI), (3) Center for Research and Service for Social, Humanities, Sports and Health (P3SHOK), (4) Center for Research and Service in the Economic and Entrepreneurship Sector (P3EK), (5) Center for Research and Community Service for Gender and Population (P3JK), (6) Center for Research and Community Service for the Environment and Disaster Management (P3LHMB), and the Center for Regional Resources Development and Field Work Lecture (P2SDWKKN).

In 2019 there was a change in the addition of centers in LP2M to (1) Halal Center (PH), (2) IPR Center, Business Incubation, Commercialization, and Industrial Affiliation (PHIKA), (3) Center for Advanced Materials for Renewable Energy (PM2ET ), (4) Center for Academic Publications (PUBLIKA), (5) Center for Regional Resources and KKN (PSDW-KKN), (6) Center for Gender and Health (PGK), (7) Center for Disaster, Mitigation and Environment (PKML ), (8) Center for Social, Humanities and Tourism (PSP), (9) Education Center (PP), and (10) Rating Center (PPR).

State University of Malang (UM) as a higher education institution has a high commitment to the implementation of the tridharma of higher education, which is reflected in the vision, mission, and goals of UM. UM has LP2M which carries out duties and functions in the field of research and community service. LP2M has centers that carry out some of the agency's duties according to their fields.

The Halal Center was formed based on UM Rector's Decree No. 28.1.141 / UN32 / KP / 2019 concerning Appointment of Head of Halal Center at LP2M UM, Date: January 28, 2019. Head of Halal Center. The Head of Halal Center was inaugurated on January 30, 2019. Meanwhile, the Halal Center of LP2M UM was launched on February 8, 2019 which was marked by the signing of the MoU between UM Chancellors and the Head of the Halal Product Guarantee Agency for the Ministry of Religion of the Republic of Indonesia (Prof. Dr. Ir. Sukoso, MS). In an event launching The Halal Center held a seminar on the Role of Higher Education in realizing Halal Product Guarantee with speakers from the Head of BPJPH and the Mayor of Malang (Drs. H. Sutiaji). The establishment of the UM Halal Center is a form of UM's commitment to support the realization of the RI Law no. 33 of 2014 concerning Halal Product Guarantee. The following is a picture of the implementation of the MoU and the Launching of the Halal Center.

Halal Center or Halal Center in the process of product certification, especially MSMEs according to Law No. 33 of 2014 concerning Halal Product Guarantee, serves as a companion for entrepreneurs / business actors. Assistance is carried out by providing Halal Supervisors. In addition to establishing Halal Centers, Higher Education can establish Halal Inspection Agency (LPH). The existence of the Halal Center and Halal Inspection Agency in the Halal certification model can be seen in the following figure.

Main Duties and Objectives

  1. The main task of the Halal Center of LP2M UM is to carry out research and community service in the field of halal product assurance. The main tasks are described as follows:
    • Coordinating and carrying out research and development tasks for halal product guarantees.
    • Coordinating and carrying out the task of implementing community service in the field of product assurance
    • Preparing for the establishment of the State University Halal Inspection Agency
    • Preparing for the establishment of a supervisory professional certification institute
    • Prepare human resources experts, namely halal auditors and halal supervisors
    • Developing halal product certification process services that comply with shari'ah and scientifically for business actors.
    • Provide input to the government regarding halal products and
    • To synergize educational institutions, the world of business / industry, the government related to awareness of the halal lifestyle
    • Synergize with the International Halal Studies Center to prepare a forum for publication of research results in a journal container
  1. The aim of the Halal Center LP2M UM is to produce scientific papers of research products, service services and quality human resources in supporting the guarantee of halal products. These objectives are described as follows:
    • Increased publication of academic work guarantees of halal research products through national and international seminars and journals
    • Producing community service work regarding the guarantee of halal products through the application of research results to create an independent, productive, and community society
    • Establishment of Halal Inspection Agency and Halal Supervisory Professional Certification Agency
    • Produce professional Halal Auditors and Supervisors
    • Improved services to the community in the form of assistance for halal product certification, education in the field of halal product assurance
    • Produced a number of recommendations to the government and educational institutions regarding the regulation of halal product assurance and awareness of halal life.
    • Establishment of international cooperation in strengthening the Halal Center.
    • The publication of the results of research and community service regarding the guarantee of halal products in an international journal, namely the Nusantara Halal Journal.

Roadmap for Research and Community Service

  1. The main task of the Halal Center in 2019-2020 is to conduct research and community service on problems and product guarantee services. This task covers the identification of problems and needs for halal product assurance system services, including: standardization and regulation of halal policies, development of halal raw material production, development of forensic tests halal, halal business and industry development; halal food products; halal services; Halal lifestyle, halal tourism, Islamic finance, education on awareness of halal product guarantees, halal human resources (auditors and supervisors).
  2. The main task of the Halal Center in 2021-2022 is to conduct research and community service on problems and product guarantee services. This task covers the identification of problems and needs for halal product assurance system services, including: standardization and regulation of halal policies, development of halal raw material production, development of forensic tests halal, halal business and industry development; halal food products; halal services; Halal lifestyle, halal tourism, Islamic finance, education on awareness of halal product guarantees, halal human resources (auditors and supervisors).
  3. The main task of the Halal Center in 2023-2024 is to conduct research and community service on problems and product guarantee services. This task covers the identification of problems and needs for halal product assurance system services, including: standardization and regulation of halal policies, development of halal raw material production, development of forensic tests halal, halal business and industry development; halal food products; halal services; Halal lifestyle, halal tourism, Islamic finance, education on awareness of halal product guarantees, halal human resources (auditors and supervisors).
  4. Producing innovative policy models, services and education System guaranteeing halal products that are effective and efficient.
